    During the campaign "STOP! Hate Speech 2018", the Press Council in BiH registered 2,544 cases of hate speech. Over 926 warnings were issued, and more than 1,300 comments containing hate speech were erased.

    The Press Council, self-regulatory body for print and online media in BiH, in cooperation with the Institute for Reporting on War and Peace - IWPR and Media Content Management - MCM, organizes a press conference, June 19th 2019, at Hotel Europe, to present the start of the Campaign - "Stop! Hate Speech 2019".

    The Campaign is supported by the International Organization for Migration - IOM and USAID. The Campaign "STOP! Hate Speech" is being implemented from May 2019 to January 2020. This year's Campaign will actively involve online media, advertisers and students from all over BiH.

    The aim of the project is to protect the freedom of speech and freedom of expression, through the method of monitoring and prevention of the spread of hate speech in visitors' comments, and the education of all affected by this problem. Hate speech is an acute problem encountered by online media in BiH.

    By educating online media visitors, advertisers and students in BiH, that freedom of expression and freedom of speech do not imply the right to spread hate speech, harassment or threatening, but constitute as criminal offenses, we will try to prevent the emergence of the problem of hate speech in online media.

    With the full support of editors and owners of 20 online media, the Press Councils’ Monitoring team will monitor the comments of visitors to the portals, posting the "Stop! Hate Speech" sign below comments with content identified as incitement, hate speech, or threats, explaining that they are hate crimes and not freedom of speech, and persons who spread hate speech or threats can be prosecuted in accordance with the BiH Criminal Laws. Drastic content with hate speech will be immediately removed, and the authors of such comments will be banned for a certain time or permanently. In some cases, these persons will be reported to the police.

    The activities of this year's campaign will include the engagement of online media, advertisers and students in BiH, in order to cope with the problem of hate speech. Solely by mass action, not only in media, but in other decisive areas, it is possible to influence the emergence and spread of hate speech in BiH. In order to solve this problem more fully, the Press Council in BiH, together with its partners, will organize trainings for online media employees on recognizing and responding to hate speech in their online space, provide education for students throughout BiH on hate speech and how it’s endangering human rights and freedoms. Advertisers, as a special focus group, are involved in the project through the organization of direct meetings, workshops and an online questionnaire.
