Expert Debate “In Search of better Regulation for Ownership Transparency and Media Financing from Public Budgets”, Sarajevo, 26.01.2018

Invitation to the Expert Debate “In Search of better Regulation for Ownership Transparency and Media Financing from Public Budgets”

StrucnaDebata31118The Expert Debate titled “In Search of better Regulation for Ownership Transparency and Media Financing from Public Budgets” will take place on Friday, January 26, 2018 in Sarajevo on the premises of the European Union Delegation in Bosnia and Herzegovina.

Regulation of transparency of media ownership and media financing are requests standing before the media industry and the BH authorities for the last couple of years and are an essential part of the requests towards BiH in several country progress reports in the EU integration process. Further, the establishment of a global information exchange system on ownership over companies would be a contribution to world efforts to prevent corruption and money laundering, and that is why democratic government systems and countries are developing their own mechanisms of transparency and monitoring in this area.

The regulative and legislative framework on media ownership in Bosnia and Herzegovina is not developed - there are no mechanisms for preventing concentration of media ownership, transparency of indirect media owners is utterly questionable, while the forms for financing the media from public budgets allow for arbitrary decisions and abuses.

In November of last year, the Report on Transparency of Media Ownership and Media Financing was presented. It included an overview of the current regulation in the world and our region, as well as a suggestion for substantial recommendations for improving the legal framework and policies in Bosnia and Herzegovina. This analysis and recommendations are the basis for expert, open and focused discussion amongst the professional media community and decision makers, with the goal of developing draft legislation on transparency of media ownership and media financing. We believe that the propositions and recommendations, from media professionals and those who will decide on passing adequate regulations and laws in this field, will allow for the creation of legal stipulations on transparency and work of media in the public interest, while contributing to the strengthening of media integrity and pluralism.

The Association BH Journalists, on behalf of the Consortium composed of the Mediacentar Sarajevo, the Press Council in BiH and the NGO Ja Bih EU, invites representatives from the media industry to confirm their participation by phone at 033 223 818 by January 24, 2018 at the latest.

About the project: The Project “Media and Public Credibility” was started with the goal of promoting transparency of media ownership and legitimate forms of media financing and advertising in Bosnia and Herzegovina. The Project is Financed by the European Union in Bosnia and Herzegovina, and implemented by the consortium comprised of the Association BH Journalists, the Mediacentar Sarajevo, the Press Council in BiH and the NGO Ja BihEU.
