“In Search of better Regulation of Transparency of Media Ownership and Financing from Public Budgets”

    November 13, 2017, 11 AM

EU Info Center Sarajevo, Skenderija 3a

    Dear Colleagues,

It is our great pleasure to invite you to the presentation of the report “In Search of better Regulation of Transparency of Media Ownership and Financing from Public Budgets”, on November 13, 2017 in Sarajevo on the premise of the EU Info Center Sarajevo.

After disclosure of the “Panama Papers” affair, there has been a constant rise in requests for establishment of a global information exchange system on ownership over campaigns aiming at preventing corruption and money laundering. In the context of media ownership and financing, different countries are developing mechanisms for transparency and monitoring. In Bosnia and Herzegovina the regulative and legislative framework in this field still remains undeveloped: there is no mechanism for preventing concentration of media ownership, transparency of indirect owners is utterly questionable, and the forms for financing the media from public budgets allow for arbitrary decisions and abuse.

This report provides an overview of current regulation and practice with respects to transparency of media ownership and financing from public budgets in Bosnia and Herzegovina, an overview of practices from the countries of the region and developed democracies, and a substantial recommendation for improvement of these policies in Bosnia and Hercegovina. The analysis and recommendations from the report will be the basis for the upcoming array of discussions and development of legislature focused on the transparency of media ownership, which will in perspective contribute to the prevention of abuse in these areas, as well as advance media integrity and pluralism. We hope that we will get an opportunity to discuss with you the findings and recommendations during the presentation.
