THE PRESS COUNCIL IN BIH IS REALIZING THE CAMPAIGN “STOP! HATE SPEECH 2018” IN ONLINE MEDIA

The Press Council in BiH is starting the realization of the project “STOP! Hate Speech 2018” in cooperation with the Institute for Coverage on War and Peace - IWPR and Media Content Management - MCM, from August to December 2018.

The campaign is supported by the International Organization for Migration - IOM and the USAID.

The goal of the project is to monitor and prevent the spread of hate speech in internet portal visitor comments, which is a burning issue facing the online media in BiH.

With full support of the editors from selected media, the monitors from the Press Council in BiH will follow comments posted by visitors from the portals: klix.ba, nezavisne.com, oslobodjenje.ba, radiosarajevo.ba, dnevnik.ba and vijesti.ba, and post the sign “Stop! Hate Speech” under content identified as incitement and hate speech, along with a warning that hate speech is a crime, and not freedom of speech, and that persons spreading hate speech can be criminally prosecuted and sued in accordance with the Criminal Codes of BiH. Drastic content with hate speech will be removed instantly, and its creators will be banned, and in some cases reported to the police.

Hate speech in online media is not a harmless occurrence, and it has to be urgently resolved in order for the political and economic circumstances to start moving in a positive direction for the better life of citizens in this unstable and vulnerable country.

The Press Council in BiH successfully realized the campaign “Stop! Hate Speech” during the 2014 election campaign and for a short period afterwards. The team of monitors from the Press Council in BiH monitored comments on 42 web portal in BiH, posting the sign “Stop! Hate Speech”, to remind or inform the portal visitors that hate speech is not freedom of speech, but a crime, and that it can be sanctioned in accordance with the criminal codes of BiH.
