    The Press Council in BiH organized the discussion - Focus Group “Transparency of Media Ownership in BiH” as part of the project “Media and Public Credibility” that took place on April 14, 2018 in the Bristol Hotel, Mostar.

    The Focus Group is realized within the project “Media and Public Credibility”, which is implemented by the Consortium of four organizations in BiH, with support of the EU Delegation in BiH: The Press Council in BiH, Media Center, JaBiHuEU and the BH Journalists Association.

    The discussion was attended by journalists, media experts, representatives of government institutions and the academic community.


    The objective of the Focus Group was to bring editors, journalists, and the representatives of academia and government to identify problems that exist due to the non-existence of the law on transparency of media ownership, media financing and advertising in BiH, and give their responses to the questions that could lead to potential solutions to these problems.

    The project “Media and Public Credibility” aims to prepare the legal framework for the regulation of transparency of media ownership, media financing and advertising in BiH. These areas are of special importance for the freedom of research, journalists’ protecting and preventing pressure against media and the journalists, motivated by political and financial grounds. Concurrently, the project follows EU standards for transparency of media ownership and media pluralism, as well as for protecting the value of the media profession and credibility before the public.

    The problems identified thus far are: Lack of transparency of official data on media ownership; A large number of online media acting as media enterprises without being registered as such or registered at all; the non-existence of legal mechanisms for determining capital flows and actual media owners; foreign ownership over media in BiH; political influence on media; concentration of media ownership and direct impact on local communities/institutions on the contents of local media through direct financing.

    In November 2017, the report on transparency of media ownership and media financing was presented, with an overview of current regulative in the world and our Region, also including a suggestion for substantial recommendations for advancing the legal framework and policies in BiH.

    We believe that the suggestions and recommendations from media professionals and those who will decide on bringing adequate regulative and law in this field will enable the creation of legal stipulations on transparency in the work of media and in the public interest, and contribute to the strengthening of media integrity and pluralism.
