    Strengthening the Judiciary Expertise on the Freedom of Speech in the Media in SEE

    “Internet and Hate Speech”

    The Press Council in BiH, in cooperation with the Council of Europe, is organizing the second inter-professional seminar “Internet and Hate Speech” for judiciary and media stakeholders, as well as the police, within the Council of Europe’s JUFREX project “Strengthening the Judiciary Expertise on the Freedom of Speech in the Media in SEE”, March 29-30, 2018 in Konjic, in the Garden City Hotel.

    The two-day seminar will gather 40 participants from entire Bosnia and Herzegovina.

    The goal of the seminar is to strengthen the judiciary expertise and understanding of the freedom of speech and free responsible journalism in the media in BiH, empowering journalists to abide by the ethics standards of professional coverage, as well as to improve the criminal codes with regards to sanctioning hate speech.

    The seminar will address hate speech, the abuse of the freedom of speech, which is the basis of a free democratic society, sanctions due to the abuse of the freedom of speech and its spread according to the criminal codes in BiH, as well as the practical application of the criminal sanctions in BiH in relation to the criminal sanctions in Great Britain and the European Union.

    Further, the participants will also discuss the implementation of ethics codes, to protect the freedom of speech, the citizens’ complaints about hate speech in the press and online media, as well as the reports to the police and initiation of processes before the responsible courts.

    The panelists are: Mr. Tom Law, Journalist and Campaign and Communications Director of the Ethics Journalism Network (EJN); Ms. Savima Sali Terzić, Judge of the Constitutional Court in Sarajevo; Ms. Nada Dalipagić, Attorney and Member of the Complaints Commission of the Press Council in BiH; Mr. Saša Petrović, Investigator in the Fight against Cyber Crime in FUP Sarajevo; Ms. Maida Bahto Kestendžić, Project Coordinator for Complaints in the Press Council in BiH; Ms. Vladana Vasić, Advocacy Director of the Sarajevo Open Center (SOC)/Coalition to Combat Hate Speech and Hate Crime; Prof. Enes Osmančević PhD, Professor at the Journalism Department of the Faculty of Philosophy in Tuzla and Member of the Complaints Commission of the Press Council in BiH; Mr. Emir Povlakić, Director of the Sector for Permits, Digitalization and Emissions Coordination of the Communications Regulatory Agency (CRA), Member of the Bureau for Media and New Communication Services of the Council of Europe (CDMC); Mr. Mehmed Halilović, Media Expert, ex-Ombudsman for media.

    Participants will include eminent representatives of the judiciary, prosecution, police bodies in the BiH entities and Brcko District, police agencies at the BiH level, journalists, relevant persons from the regulatory bodies and members of the Press Council in BiH.

    This, second successive seminar is a continuation of the project “Strengthening the Judiciary Expertise on the Freedom of Speech in the Media in SEE” (JUFREX), which is implemented under auspices of the European Union and the Council of Europe, as part of which a number of seminars and round tables will be organized, dedicated to strengthening the capacity of journalists, judges, prosecutors, attorneys and other professionals engaged in the activities relating revolving around the implementation of standards of Article 10 of the European Convention on Human Rights and Essential Liberties.
